      I would compare Bush with Hoover, particularly with respect to Todd-
      Whitman and water policies in the Southwest as it relates to the
      Hoover dam and the Dust Bowl. Then there are the failed economic
      policies.

      Just as I compare the disaster of the Bush administration to
      Hoover's, comparisions are occurring right now looking at Charley
      compared to Andrew. Let me see if I can explain how each storm is
      much different, and how they are the same.

      The most obvious difference was in the eyewall. Andrew had 5
      mesovortices.

      Charley had one 'pinhole' eye and a ring just starting to try to form
      around its eye. That is why there were dry slots wrapping around the
      eyewall--why the cloud's weren't solid in a ring around the eye. In
      Andrew's case, it was a wider solid ring, with most of the wind
      damage from the mesovortices.

      Joe Bicardi from Accuweather was on CNN yesterday shamelessly
      promoting his internet hurricane forecasting. He was talking about
      Izzy and how it blew up before landfall. That they were concerned
      about the same thing happening with Charley. (The rest of it was self
      promotion.)

      To continue my discussion of Andrew compared to Charley, you have to
      appreciate the ELECTRICAL and how these storms self organize
      ELECTRICALLY. A tropical storm is essentially a static field that is
      circular in its organization. Therefore, a front interacting with
      that static field, which has the organization of a 'line' will tend
      to send a Doran wave and distort it. OTOH, if that line (front,
      trough) is pointing AT the tropical storm, it will tend towards
      organization as a point or circle event because all it takes is a
      wave WITHIN that front. Get it?

      In Andrews case, the south end of the trough provided the power, in
      Charley's case, it was the east side of this trough. Once the trough
      was reinforeced with Bonnie (electrically) and the storm was between
      the super conductive hydrate fields off the coast of the Mississippi
      delta and the coasts of the Carolinas, it blew up. Keep in mind that
      the Gulf of Mexico was warm and therefore conductive, and also along
      the Gulf Stream ocean temperatures were warm.

      Part of the ELECTRICAL organization of Andrew was the fact that just
      preceeding it Mt. Pinatubo blew and filled the global atmosphere with
      SOx emissions. This caused a relatively more pronounced asymmetry of
      cloud microphysics in DC fields per the CHINA PAPER. It took less
      water, then, to bring on these winds and barotropic changes. This
      storm, OTOH, contained much more water and it is why the danger is
      flooding and stalling from these kind of storms. Thankfully, Charley
      moved fast.

      This is a picture from midnight Thursday night which supercharged the
      north movement of Charley. About 38k strikes involved--all pointed at
      the storm.
