Well you could make mine with just those tools although a tablesaw would make it a lot easier.

A couple of years ago my canton needed some weighted stands for indoor/outdoor use reguardless of weather, I came up with a simple plywood box weighted with sand.  Not colapsible, but not going to fall over no matter what, and doesn't require a hole in the ground.

It was on my website but I have to fix the link, so I just uploaded it to the files section of the group list.  I will hopefully have my website repaired in the next couple of days

I'm trying to come up with a super easy banner stand plan that
can be make with the tools a non-woodworker might already
      have laying around.

I'm thinking drill, jigsaw and screwdriver and tape measure and no
other tools ( Ok....sandpaper, screws and and drill bits too...)

I figure the part that holds the pole ( 1 /14" pole ) can be
      a 12" tall 'box' of overlapping 2 1/4 wide x 3/4 thick stock
where they overlap around the 'box'. the pole simply slides
      down into the center.

Ideas for a base that is compact or foldable and will stand up
outside in a breeze? Ideas that could still use the 2 1/4 stock?

I have some ideas but I want it to be as simple as possible
and very easy for a non-woodworker to make and still look
good. Try also to keep it very durable without complex joints
      or lots of necessary hardware.

I'll sketch out my base idea later and share....
