I forgot to mention the following issue, which I also noticed during debug:
1) for RigCat, the ft-990.xml file came with baud rate=38400
2) I modified the XML file, changed 38400 to 4800
since FT-990 wants 4800,N,2 -> still did not work
3) However, once this issue has been resolved, the above (minor)
correction to Rigcat FT-990.xml should be corrected.

Are you in the dialout group ?
I see that Walter DL8FCL tested as well help develop the 990 XML. Find
it hard to beleive that it doesn't work.
Are you sure you have the rig menu set correctly ?
chmod 666 means that all users can read and write but can not execute.
