      (OK, I know that strictly speaking, that's a superflouous "if", but it
      goes with the convention used in the remainder of the file.)

      Window titles and task bar buttons still display as if the data is
      treated as ISO-8859-1/15, but 02locale sets everything to utf8
      locales, except LC_TIME and LC_COLLATE as mentioned before.

      Also, since I don't seem to be getting everything that gets posted
      here (at least not in a timely manner), I would appreciate if any
      replies are also CC'd to me.
