The Commonwealth of Learning is hosting four e-mail-based virtual conferences, held in July, August, September and October 2006, as a lead-up to the fourth Pan-Commonwealth Forum on Open Learning (www.col.org/pcf4). The discussions are open to all (whether attending the Forum or not) and there is no cost to participate. The three-week long conferences will be moderated by the leaders for the four sub-themes -- Innovation, Learning, Collaboration and Foundations -- and will help to jump-start discussions at the Forum itself. Background papers for all four conferences are available at http://pcf4.dec.uwi.edu/overview.php.

Olabisi Kuboni is a senior lecturer at the University of the West Indies and functions as Curriculum Development Specialist and Campus Coordinator of the UWI Distance Education Centre on the St. Augustine campus of the University. Her research and development interests include learner participation in online teaching and learning, and the design and development of training programmes and student support systems for open and distance learning. Dr. Kuboni is currently involved in two eLearning initiatives being undertaken by UWIDEC. She is coordinator of the blended learning project, aimed at transforming UWI's distance delivery to a more asynchronous mode. She is also deputy programme coordinator of the specialised online course on Local e-governance in the Caribbean, which UWIDEC is currently offering in collaboration with UNESCO.

Renée Webb is a former Minister of Telecommunication, E-commerce, Information Technology and Tourism in Bermuda. She was the first E-commerce Minister in the world, and spearheaded Bermuda legislative and policy agenda in the area of electronic age initiatives and online education. Dr. Webb is currently is regional Ambassador for the Commonwealth Telecommunication Organisation for the Caribbean and Atlantic region.
