      Via an inline bias tee on the IF output of the downconveter.

      The bias tee provides around +15 VDC though a 1 uH inductor to the center conductor of the coax and the downconverter has a similar  internal circuit to pick off the voltage and regulate it down to +12V.  You need to "block" the DC on the center of the coax with a 1000 pF capacitor to avoid burning out the front-end of your IF rig.
