I posted one yesterday, but it seems when i try adding pictures the
        mail doesn't go through.
It works much like a cigar snipper, The frame is fixed to the one end
of your bar, and your one flying line goes through the hole. Another
line is attached to the cutting part inside(so when pulled it severes
the line) This line runs along the lentgh of the bar, through a hole at
the other end and onto your wrist. Thus when letting go of the bar, the
line is pulled, moving the cutting part, and severing the line. Very
simple. If you want more details i can fill you in.

But it seems a little impractical to severe your line each time, it's
not really instantly reusable. So when someone mentioned skydiving i
remembered the activating system on a static line chute.

Tie a loop in the one flying line. This loop goes through a hole of
small diameter cut into a rigid material. Then a metal pin is pushed
through the loop and attached to an attachment line, which in turn goes
through a hole on the other side of the bar and onto your wrist.
You fix the rigid part to the bar, allowing the flying line still to go
through it's original hole in the bar. You don't even need the little
part of material. the pin could be pushed through the loop at the back
of the normal hole in the bar. You must make sure the pin stays in at
all times, under pressure or not, try using a spring.

The functioning is simple. Let go of the bar, the attachment line pulls
the pin out of the flying-line-loop and it is released.

The severed line can be attached to a retrieving line that is longer
than the span of the kite, the kite will drift helplessy down, the
flying line can be pulled in and attached again for relaunch.

For more safety the atachment line length can be increased to keep the
bar a safe distance away from you when it releases the other line.

Hope it helps, cause i know it works.

        Cheers
        Etienne V.
