Herb, here in Australia the Wireless Institute got a change to our licencing structure to allow new people to get involved with a lower entry level exam and it has really worked with a large uptake of licences, and progress upwards to standard and advanced calls.
At my station i have encouraged new operators to come out from the local radio club etc and setup on the mountain here and work contests and build antennas. I also show them the 23cm Moonbounce gear and they are gobsmacked when they hear CW echos returning from the moon. This has generated quite a bit of interest with articles and info appearing in our WIA magazine and on VKLogger website with newer operators gearing up for EME.
These stations will start out as small fish, with small gear, big stations dont just appear instantly as you know, its a long progression, but the foundation licence is a great starting point and addresses the problem of aging/diminishing amateur population.
