My name is Patrick Joseph Smith, I was killed by an impaired non compliant hypoglycemic diabetic 12/5/2007 that the State of Connecticut will not charge...to date this man has yet to receive even a traffic ticket despite the fact the man that struck me evaded the scene. There are 2 similar cases in CT where police officers were struck...both diabetic drivers were charged in these cases. It doesn't bode well with my family that CT will not prosecute hypoglycemic diabetics in a wrongful death case unless they injure a police officer.

In 1989 CT Trooper Agosto killed was struck & by impaired diabetic. The driver was arrested on the spot and charged.
In 2002 Enfield officer William Ludemann was struck by an impaired diabetic...the driver was charged as well.

In 2007 I was killed by an impaired diabetic...NOTHING HAPPENED TO THE DRIVER-HE HAS YET TO RECEIVE EVEN A TRAFFIC CITATION. As this was a hit & run crash involving a fatality the State required an autopsy...my family was left to see a brutal scar on his head at the funeral. Why??? My brother was a civilian and Connecticut has not and will not answer my inquiries as to why no charges have been filed against the man that struck him despite his admission to self medicating with insulin, essentially disregard for not just his own health but the safety of others around him.

In the nearly 5 years since the crash I have been met with the disinterest of elected officials.

THE MAN THAT KILLED PAT IN MANSFIELD, CT. ON HIS WAY TO WORK AT 6AM 12/5/07 WAS A SELF MEDICATING DIABETIC WHO DID NOT TAKE HIS MEDS AS PRESCRIBED AND DID NOT CHECK HIS BLOOD SUGAR LEVELS AT ANY POINT BEFORE DURING OR AFTER INJECTING INSULIN & GETTING BEHIND THE WHEEL OF HIS TRUCK. AFTER HITTING MY CAR THIS MAN BACKED UP AND DROVE AWAY CAUSING A 2ND CRASH. NEGLIGENCE PERHAPS???
