Actually 9 PM tonight for the next day's permit allowance.  I live in California and applied for the exact permit out of Devils Postpile.  As soon as it turned 9 PM PST I was able to secure the permit.  I have a 7/28 permit.

On Recreation.gov you'll need to enter John Muir Trail South of Devils Postpile as your entry trailhead and Trail Crest as your exit. They seem to us eastern standard time on the site meaning if you wanted a Feb 7 start date you could apply for your permit as early as 10 pm tonight if you lived in the pacific standard time zone.
