      National Forests are part of the Dept. of Agriculture.

      The Dept. of Ag is commodity-driven; anything that does not
      produce revenue takes a back seat. The Dept. of Interior is more
      "user-friendly" (though not much, overall). The Park Service
      sees trails as part of their mission.. the Forest Service just
      wishes they did not have to deal with them at all.

        add to that road maintenance - Kaiser Pass road to Florence Lake and VVR
        is under Dept of Agricuture management, and if you have driven it you
        will see how they allocate funds: subsidize the water to the farmers
        below in the billions, but the road today look worse than 20 years ago,
        and it was BAD 20 years ago. There's a reason they are selling a
        T-shirt at VVR to let people brag that they actually drove that road and
        lived to tell the story ;-)
