You could also pick up your resupply at the Onion Valley trailhead. They have bear boxes that you can stash a resupply in or ship it to the pack station and

You may have confused them when you referred to a PCT permit. The ranger may have thought you had a PCT section hike permit. You need to get a PCT permit
