      Affecting Microsoft Windows NT/'95/'98

      There is a problem with the current %file-template definition in the
      win32.emf macro file. This does not cope correctly with Windows
      short names (i.e. those with tilde "~" in them) as a result
      'next' buffers (i.e. *compile*) which include a short name
      are not located correctly.

      To fix then add "~" to the $file-template definition in win32.emf
      as follows. Note that your line numbers may differ, this is a
      difference log against the 99/11/23 sources; but equally applies
      to all releases.
