British Ambassador Sherard Cowper-Coles yesterday offered Agriculture Minister Shalom Simhon assistance on
preventing the spread of mad cow disease (bovine spongiform encephalopathy or BSE). Britain has much
experience with the disease, as an epidemic there in 1996 led to the forced slaughter of millions of
infected cows and the near-ruin of its cattle industry.

The offer was reciprocal, as last year, Israel sent experts to England to help overcome foot-and-mouth
disease in British cattle. This country's veterinary experts have long controlled foot-and-mouth disease,
as they have invested much effort and expense vaccinating healthy animals. There is no vaccine or cure for
      BSE.
