    I guess one question is why is your router blocking outgoing ICMP packets. Also what computer is at 192.168.0.196 on your local network? Is it the IRLP node?

      The IRLP node will sometimes use pings to determine if it is online or
      not. If those packets are blocked, it may or may not work correctly.

      If you can't remove the blocking of outgoing ICMP, I would just ignore
      the messages.
