      Talk about indoctrination! On Sesame street the other day, all the muppets
      were arguing about who would get to sing the alphabet song when Kofi Annan
      showed up and the muppets announced, "Let's do it the United Nations way--
      together". Sick, Alex, sick. They are after our kids' minds. Keep up the

      I know there's a groundswell of support to let local cops arrest and
      detain migrants on immigration violations, but I'm also worried about
      locals being asked to enforce Federal laws....it's another step toward
      federalizing of the police.  The cops will say they need additional
      funding, training, equipment and manpower to carry out these mandates,
      so the Feds will allocate it to them, with strings and oversight
      attached, making the local agencies even more dependent on Washington.
      It's creeping Federal, centralized control over our local police
      forces.

      Hamilton would have loved it, and Jefferson would have hated it. 

      Immigration is already a hot-button issue that people seem to want to
      do *anything* to abate, even at the cost of surrendering local control
      over their local law enforcement agencies.  Now that Homeland Security
      is being combined with immigration enforcement, it will be
      "unpatriotic" soon to even question the wisdom of this.

      Expansion of foreigner arrest plan is feared

      Southern Arizona law enforcement agencies are willing to enforce
      immigration law to the limited extent requested by the U.S. attorney
      general last month, but critics warn those limits could expand.

      Attorney General John Ashcroft announced the Immigration and
      Naturalization Service will begin issuing arrest warrants for foreign
      visitors who pose a national security risk and who violate the terms of
      their visas. Those warrants will be listed in a national crime database
      routinely checked by local law enforcement officers during traffic
      stops, he said.

      If there's a valid arrest warrant from the INS in the National Crime
      Information Center database, local police are willing to make the
      arrest, said representatives of the Tucson Police Department, the Pima
      County Sheriff's Department, the Arizona Department of Public Safety
      and three other agencies questioned.

      Immigrant-rights activists argue that Ashcroft's current plan may cause
      problems in the long term. Isabel Garcia, a Tucson lawyer who is
      co-chair of the CoaliciĆ³n de Derechos Humanos, said the attorney
      general could later order that immigration law violators of any
      nationality be listed in the database.

      Mexicans and other Latin Americans might be next, she warned.

      "They're starting with this smaller program, but we still believe it's
      going toward a larger law enforcement strategy of targeting immigrants
      of all nations," Garcia said. "It's a very slippery slope here."

      The local departments' reactions to the recent Ashcroft plan contrast
      with the clamor of resistance that arose earlier this year when the
      Justice Department proposed deputizing local law enforcement officers
      as immigration-law enforcers.

      "I do not believe it is appropriate to allocate the limited resources
      of the Tucson Police Department to the issue of immigration control,"
      Tucson Police Chief Richard Miranda said in a May memorandum responding
      to that proposal.

      "We have worked hard to build bridges and establish partnerships with
      the diverse population of our city. I believe that taking on the
      additional role of enforcing immigration laws would jeopardize those
      relationships and create unneeded tension in our community," Miranda
      wrote.

      On June 5, Ashcroft announced the implementation of a new system to
      track the entries and exits of foreign visitors, particularly those who
      come from countries considered national security threats. The existing
      system limited such tracking to people from Iraq, Iran, Sudan and
      Libya.

      But Ashcroft reserved the right to expand or narrow the definition of
      those who potentially pose a national security threat.

      "Those categories are fluid and can be adjusted from time to time to
      meet new requirements," Ashcroft said.

      The entry and exit system set in motion by Ashcroft requires people who
      meet the security-threat definition to visit an INS office at the
      30-day point in their visits. Thereafter, they will be required to
      visit an INS office every 12 months.

      At those visits, the people will be asked to provide proof of residence
      at a U.S. address, proof of enrollment at an educational institution if
      the person has a student visa, or proof of employment if the person is
      a work-visa holder.

      Arrest warrants will be entered into the national database for those
      who don't make the required INS visits or who otherwise violate the
      terms of their stay. Ashcroft asked any law enforcement officer who
      encounters these people to arrest them.

      "The Department of Justice has no plans to seek additional support from
      state and local enforcement in enforcing our nation's immigration laws
      beyond our narrow anti-terrorism mission," he said.

      Santa Cruz County Sheriff Tony Estrada said a system that focuses on
      people who pose a national security threat would not overly burden his
      agency. Neither, he said, would it create additional concern among
      illegal residents about reporting crimes to police.

      "That's always a problem anyway," Estrada said. "Anyone that's here
      illegally is going to be hesitant to report anything to police."

      If the attorney general tries to expand the categories of people
      targeted by INS warrants, that could make compliance with the policy
      unaffordable, Estrada said. It also would make illegal residents less
      likely to call police to report crimes, he said.

      "We cannot extend ourself any more beyond that," he said.
