I can speak for New York State -- under the NYS Civil Rights law, disciplinary and other personnel related action against law enforcement personnel (including corrections officers) are exempt under the state's Freedom of Information Law.

Apparently, the state legislature decided that to release this kind of information would impead criminal prosecutions by attorneys using a disciplinary case to discredit a police officer or other law enforcement witness. However, disciplinary actions, one finalized (e.g. which the time to appeal has expired) are otherwise accessible in New York under the Freedom of Information Law for non-law enforcement personnel.

I know that there are other states that prohibit disclosure. The posted message was silent as to which state was involved.

In Florida, once the investigation is complete, it becomes public record. I don't know about the rules on the left coast.
