      Currently, this course is taught all over California to law enforcement but a
      Mobile Training Team is available to come to your location and provide this
      training throughout the Continental United States as well. Must provide proof of

      Human Intelligence Development, what is it?

      Human Intelligence Development aka informant development and handling is one of
      the most widely used methods of gathering information in state and federal law
      enforcement. Rick Serrato has used and perfected this technique over his law
      enforcement career and now is offering the same course he offers to law
      enforcement officers statewide to investigative professionals in the Southern
      California area.

      “Cultivating & Developing Informants”
      Course Description: This 8 hour class will cover the current trend
      “Intelligence-Led Policing” and how to effectively gather information and
      cultivate Informants. The students will learn the various types of Informants,
      legal issues, liability when using Informant information. Interviewing of
      potential Informants will be discussed as well as court procedures. Every type
      of investigation may lead to Individuals (Informants) who can provide valuable

      enforcement and provide information without jeopardizing their Informants
      identity. This is an excellent class for anyone in the investigative field who
      deal or may deal with law enforcement and informants.

      Instructor: Rick Serrato–Santa Ana PD (Retired), and Serrato & Associates -
      Westminster PD – Reserve Detective “O. C. Human Trafficking Task

      Rick is a 29 year law enforcement veteran with over 21 years of experience
      as an Investigator. He has worked both Street/Major Narcotics for over 18 years
      including an assignment with Orange County RNSP for a total of 8 years and
      assignment to the Covert Operations Informant Network Unit. He is a certified
      P.O.S.T. Instructor and teaches Major Drug Trafficking, Undercover Operations,
      and Informant Management for the California DOJ Advanced Training Center. Rick
      is currently working for Westminster PD as a Detective assigned to the Human
      Trafficking Task Force. He has instructed “Informant Development & Management”
      for over 13 years and has consulted “Informant Management” & “Undercover
      Operations” issues for State/Federal Courts, & Law Enforcement Agencies. Rick
      is also the California Narcotic Officers’ Association State Vice President. He
      is the recipient of the 2002 “State Narcotic Officer of the Year” award and the
      2005 International Narcotic Officers award of “Special Recognition”.
