The mower height is adjusted with the soles on the skid shoes. The hydraulic lift is used to lift mower off the grass in the field for getting into position to mow and for transport with the cutter stowed. Short story, the cutter bar drags on the ground at a fixed height.

the hook up looks simple, just wondering if you can raise it with hydrolics or is it suppose to be at one level when mowing

If you have all the parts, mounting should be reasonably obvious. One thing you may or may not have is a mounting "ear" on the bottom of the front axle. If you don't have an "ear", there is one which clamps to the axle. A large rod with a hook on one end attaches to the front axle. The threaded end at the axle end is adjusted to obtain the correct lead of the cutter bar.
For lifting, a chain attaches to the left rockshaft lift arm.
One problem you may have, unless you are mowing a flat and level football field, is you only have about 3-4" of belly clearance.
