      Will the TSA ever follow any rules?

      The TSA is a lawless agency, and its checkpoints are a domestic
      counterpart of Guantanamo:
      * There are no rules saying what travelers do or don't have to do
      at TSA checkpoints.
      * All of the "procedures" we are required to comply with are secret.
      * No "no-fly" order has yet been reviewed on its merits by any
      court. The head of the DHS said that no-fly orders should never
      be subject to judicial review. (That was former federal judge
      Chertoff, when he was Secretary of Homeland Security. Neither the
      current Secretary nor any other DHS or TSA official has repudiated
      Chertoff's statements.)
      * The TSA has never conducted any administrative "rulemaking"
      concerning any of its (secret) checkpoint "rules" or "procedures".

      A formal rulemaking wouldn't prevent the TSA from adopting
      unconstitutional rules. But it would provide an opportunity for
      public review of proposed checkpoint rules or procedures, public
      submission of comments on them (such as, "These are unconstitutional
      and violate our human rights"), public knowledge of what rules
      have been adopted, and a (relatively) straightforward procedural
      pathway for judicial review of those rules. This last, presumably,
      is why the TSA has avoided the formal rulemaking process, instead
      either issuing secret administrative "directives" to airlines and
      checkpoint staff, or standardless ad hoc administrative orders for
      which no basis at all is disclosed.

      Three years ago, we were among the signers of a petition to the
      TSA requesting that it conduct a formal rulemaking concerning
      its deployment of "virtual strip-search" machines as a primary
      "screening" mechanism, and its requirement that travelers submit
      either to these "whole-body" scanners or to even more intrusive
      whole-body groping by checkpoint staff.

      Two years ago, after that petition was ignored, EPIC filed suit to
      compel the TSA to conduct such a formal rulemaking concerning the
      "naked scanners". (That's separate, of course, from the logical
      protest response of getting naked ourselves to show the checkpoint
      staff that we pose no threat.)

      A year ago, the Court of Appeals for the D.C. Circuit upheld EPIC's
      complaint, ruling that the TSA must "act promptly" to conduct such
      a formal rulemaking:

      The TSA has advanced no justification for having failed to conduct
      a notice-and-comment rulemaking. We therefore remand this matter to
      the agency for further proceedings. Because vacating the present
      rule would severely disrupt an essential security operation,
      however, ... we shall not vacate the rule, but we do nonetheless
      expect the agency to act promptly on remand to cure the defect in
      its promulgation.

      For more than a year since then, the TSA has done nothing to even
      begin the rule making process.

      has started a petition

      asking President Obama to order his executive-branch underlings
      at the TSA to obey the court's order and start the rulemaking. If
      it gets 25,000 signatures by August 8th (it currently has 18,000
      and counting), White House policy is to provide a public "reply"
      to the petitioners.

      We're not too optimistic as to what that reply will be, judging
      from the response from the TSA

      on behalf of the White House to last year's petition by more than
      30,000 people calling for the TSA to be entirely abolished, not
      just subjected, at least in part, to the rule of law.

      EPIC has supported the petition campaign, but has also
      continued to litigate: Last month EPIC asked the Court of Appeals
      <http://epic.org/2012/07/epic-files-mandamus-petition-t.html> to
      set a date certain by which the TSA's "whole-body imaging" program
      would be "vacated" by the Court if the TSA hasn't begun a formal
      rulemaking for it. On Wednesday of this week, the Court ordered
      the TSA to respond to EPIC's latest motion by the end of August.

      Slowly, slowly, with the government resisting at every step, we
      crawl toward subjecting the homeland-security state and its attacks
      on our rights to the rule of law.

      *** Almost 90% would 'consider moving abroad' for better financial
      prospects

      Nearly nine in 10 Britons would consider leaving the UK for a better
      and wealthier - life abroad within the next five years
      - UK Telegraph

      The current recession combined with the perception that property is
      cheaper overseas and job prospects better collectively accounted
      for nearly a third of all reasons for emigrating, according to a
      survey by Skyscanner.

      Sam Baldwin, Skyscanner's travel editor, said: "For many people
      the idea of 'living the dream' abroad is very alluring. The survey
      revealed that our perception of life abroad is very positive -
      perhaps overly so - and many people come back from a holiday
      enamoured with their destination. Interestingly, Spain and USA
      were two of the most popular places even though both countries are
      currently suffering from their own economic problems, which suggests
      that the dream of moving abroad to improve financial prospects may
      be just that - a dream.

      The dream may be more realistic if, rather than moving abroad to look
      for new work, you are sent abroad as part of an existing job. Around
      750,000 British workers are being posted abroad on assignments with
      their existing employer, and a massive 84 per cent believe this
      is helping them to climb the corporate ladder, according to the
      NatWest International Personal Banking (IPB) Quality of Life Index.

      They also feel they benefit from an improved lifestyle, backing up
      the Skyscanner research results, and the increasing use of temporary
      global workers means that the traditional definition of 'expat' is
      now being blurred, said Dave Isley, head of NatWest International
      Personal Banking.

      He added: "The growth of the global worker has brought with it an
      opportunity to share knowledge and experience around the world. The
      great brain exchange is a fantastic concept of other economies
      temporarily sharing the strengths of British workers.

      "Due to advances in travel and telecommunications, it is now much
      easier for international operations to run via daily phone calls,
      e-mail, and video conferencing. It has opened the door to sending
      young, talented, professionals abroad, while being supervised and
      coached by their managers in the UK.

      "Expatriate workforces are also becoming more cosmopolitan with
      more than 50 per cent of companies now employing more than one
      nationality. Women make up 22 per cent of the expatriate workforce,
      up from 6 per cent, 15 years ago. In terms of the time spent
      overseas, the average time spent working out of the country on
      various assignments is 5.4 years."

      Homeland Security Graduates First Corps Of Obama's Brown Shirts -
      Homeland Youth

      The federal government calls them FEMA Corps. But they conjure up
      memories of the Hitler Youth of 1930's Germany. Regardless of their
      name, the Dept of Homeland Security has just graduated its first
      class of 231 Homeland Youth. Kids, aged 18-24 and recruited from
      the President's AmeriCorp volunteers, they represent the first wave
      of DHS's youth corps, designed specifically to create a full time,
      paid, standing army of FEMA Youth across the country.

      On September 13, 2012, the Department of Homeland Security graduated
      its first class of FEMA Corps first-responders. While the idea
      of having a volunteer force of tens of thousands of volunteers
      scattered across the country to aid in times of natural disasters
      sounds great, the details and timing of this new government army
      is somewhat curious, if not disturbing.

      DHS raising an armed army The first problem one finds with this
      'new army' is the fact that they are mere children. Yes, 18 is
      generally the legal age a person can sign a contract, join the
      military or be tried as an adult. But ask any parent - an 18,
      20 or even a 24 year-old is still a naive, readily-influenced kid.

      The second problem with this announcement and program is its
      timing. Over the past two years, President Obama has signed a
      number of Executive Orders suspending all civil and Constitutional
      rights and turning over management of an America under Martial Law
      to FEMA. Also in that time, domestic federal agencies under DHS,
      including FEMA, have ordered billions of rounds of ammunition as
      well as the corresponding firearms.

      Admittedly, these new weapons and ammunition aren't to be used in
      some far-off war or to fight forest fires in California, but right
      here on the streets of America.

      Strange Armored Fighting Vehicles
      Individuals around the US have begun reporting the site of
      strange, new, heavily-armed FEMA fighting vehicles. What would
      a disaster relief agency like FEMA need with 2,500 brand new GLS
      armored fighting vehicles? According to the agency's own mandate,
      as well as President Obama's recent Executive Order, the answer is
      'population control' during a time of Martial Law.

      One set of images made available by Rense.com shows trailer after
      trailer carrying these new DHS and FEMA armored fighting vehicles,
      complete with machine gun slots. They're labeled with the usual
      backward American flag and the title, 'Homeland Security'. Below
      that and the DHS logo, it also reads, 'Immigration & Customs
      Enforcement'. Joining those markings, the black vehicles with white
      lettering also display 'POLICE/RESCUE' on one side and 'Special
      Response Team' on the other.

      FEMA Deputy Administrator Rich Serino gave the keynote address at
      the 'Induction Ceremony' for the inaugural class of FEMA Corps
      members. According to the DHS website, 'Corps members assist
      with disaster preparedness, response, and recovery activities,
      providing support in areas ranging from working directly with
      disaster survivors to supporting disaster recovering centers to
      sharing valuable disaster preparedness and mitigation information
      with the public.'

      Serino describes what the first FEMA Corps class has accomplished
      so far, as well as where they'll be going next:

      'Yesterday, we welcomed 231 energetic members into the first ever
      FEMA Corps class. The members just finished off their first month
      of training with our partners at the Corporation for National and
      Community Service (CNCS) and are one step closer to working in
      the field on disaster response and recovery. They will now head to
      FEMA's Center for Domestic Preparedness to spend the next two weeks
      training in their FEMA position-specific roles. Once they complete
      both the CNCS and FEMA training, these 231 dedicated FEMA Corps
      members will be qualified to work in one of a variety of disaster
      related roles, ranging from Community Relations to Disaster Recovery
      Center support.'

      A standing army Unlike most local disaster response teams who are
      volunteers, training periodically and only showing up when there's
      a disaster, the FEMA Corps will be a paid, full time, standing army
      of government youth. FEMA Deputy Administrator Sarino goes on to
      explain, 'The new members, who range in age from 18-24 years old,
      will contribute to a dedicated, trained, and reliable disaster
      workforce by working full-time for ten months on federal disaster
      response and recovery efforts.'

      In closing his announcement of the first graduating class of
      FEMA Corps Youth, Sarino describes his and the agency's vision of
      the future, one where 'FEMA Corps sets the foundation for a new
      generation of emergency managers'.

      DHS arms itself As we detailed in the August 28 Whiteout Press
      article 'History of DHS Ammunition Purchases', federal emergency
      management agencies are looking more and more like a military army
      every day.

      The federal government's procurement website actually lists
      DHS' requests for bids to supply it with ammunition and military
      weaponry. All of the orders listed in the above article, including
      the orders for hundreds of millions of rounds of ammunition, are
      publicly available at http://www.fbo.gov/.

      One look at a chart of DHS ammunition purchases over the past decade
      reveals a drastic spike in orders of bullets recently, totaling
      in the billions of rounds. Other charts available online show a
      similar drastic spike in the purchases of accompanying weaponry by
      the Department of Homeland Security.

      What is the US federal government preparing for? And why does
      it feel it needs an army of brainwashed youth, millions of guns,
      thousands of armored fighting vehicles and literally billions of
      rounds of ammunition, just to provide relief to the American people
      during a natural disaster? Any historian will tell you it sounds
      more like the arming of the Hitler Youth than an army of first
      responders fighting forest fires and hurricanes.

      *** HIRE Act Withholdings - The True Story

      Is the 30% Federal withholding tax associated with the HIRE Act
      going to affect you if you have funds in an account overseas?
      Short answer: No. Misinformation around this has snowballed.

      Sloppy reporting and a misunderstanding of the HIRE Act means that
      the mainstream media has repeated common errors instead of going
      back to the hard facts. It's caused confusion and worried a lot of
      good folks unnecessarily. But you just have to look at the Internal
      Revenue Service source material to set the record straight.

      The HIRE Act aims to expand the IRS's ability to track taxable
      dollars (specifically, assets held by U.S. citizens) in foreign
      financial instruments, like bank accounts, investments, and
      business interests. Its purpose is to have foreign institutions
      either disclose account-holder information to the IRS or generate
      1099s and other tax forms reporting taxable transactions to the IRS,
      just as U.S. institutions do. When a foreign financial institution
      agrees to this, the institution receives an exemption from the IRS
      on the 30% withholding tax.

      Most foreign institutions invest some of their assets in the
      U.S., seeking income from them. Under the HIRE Act, if the foreign
      institution refuses to comply or fi le for an exemption, then it will
      have 30% withheld from the institution's U.S.- source income. This
      is a huge burden for most foreign institutions. To avoid this, a
      foreign fi nancial institution will either fi le for the exemption
      or quit working with U.S. citizens.

      Two things are important to understand:
      1. If you're banking overseas with an institution that has filed for
      an exemption with the IRS, then you will not be affected by the 30%
      withholding tax.
      2. This withholding requirement is associated with
      institution-to-institution payments from U.S financial institutions
      to foreign fi nancial institutions. It does not affect funds going
      in the other direction nor individual client accounts.

      Essentially, the HIRE Act seeks to disclose the financial activities
      of U.S. citizens investing abroad. To accomplish this, it has two
      broad sections: The first is aimed at individuals and requires
      additional disclosures on their individual activity.The second
      section speaks to foreign institutions, requesting that they disclose
      the activities of U.S. citizens, just as U.S. fi nancial institutions
      do. It leaves foreign financial institutions with a choice:

      Comply with these U.S. reporting requirementsâ¦or stop taking
      funds from U.S. citizens.

      It's impossible to know how many institutions worldwide will take
      this route. The HIRE Act does not impose an exit tax. If you transfer
      money from your U.S. bank account to a foreign bank account, the 30%
      withholding under the HIRE Act does not apply.

      Now, a little more about the institutional exemptions. As I said, the
      foreign financial institutions currently working with U.S. citizens
      get an exemption when they enter into an agreement with the IRS to
      disclose account-holder information or fi le 1099s and other tax
      forms reporting taxable transactions.

      I strongly discourage you from moving money to a foreign financial
      institution that hasn't received an exemption with the IRS. These
      institutions will be high on the list for the IRS seeking tax
      evaders. Finding out if an institution does not have an exemption
      is easy: they likely won't be working with U.S. citizens. If they
      do have an exemption, they will be asking U.S. citizens for more
      detailed information upfront, such as Social Security Numbers in
      order to prepare the year-end reporting documents.

      There's a lot we can say about these exemption options. Many of us
      aren't fans of the ever-reaching arm of the U.S. government. We
      could have long conversations about privacy, freedom, government
      intervention, and vent a lot of frustration about these exemption
      options, but it won't change things.

      Lots of attention is being focused on the HIRE Act. What is being
      missed are the changes to reporting requirements that affect you
      as a U.S. citizen investing and banking abroad.

      In a nutshell: There are new disclosure requirements if you hold
      foreign investments, foreign bank accounts, or foreign business
      interests. You probably know about FBAR (Report of Foreign Bank and
      Financial Accounts), otherwise known as Form TD F 90-22.1. But the
      IRS has added another required form, Form 8938, to be fi led with
      your annual tax return.

      While you were required to file this form with your 2010 tax return,
      the IRS didn't complete the form and instructions until 2012. All
      your 2010 and 2011 activity should have been reported with your
      2011 tax return.

      The U.S. has been taxing their citizens on worldwide income for a
      very long time; the HIRE Act doesn't change this requirement. The
      truth is, if you aren't hiding taxable activity, the HIRE Act won't
      change your world.

      The HIRE Act is troublesome to anybody who is evading U.S. income
      tax. For the rest of us, so long as we are compliant with the new
      reporting rules, nothing much has changed for the expat abroad.

      so long as the recording is decent quality and more than 15 seconds
      in length, the accuracy, SpeechPro claims, is at least 90 percent.

      The technology has already been deployed across Mexico, where it
      is being used by law enforcement to collect, store, and search
      hundreds of thousands of voice-prints. Alexey Khitrov, SpeechPro's
      president, told me the company is working with a number of agencies
      in the United States at a state and federal level. He declined
      to reveal any names because of nondisclosure and confidentiality
      agreements. But Khitrov did divulge that various versions of the
      company's biometric technology are used in more than 70 countries
      and that the Americas, Europe, and Asia are its key markets. Not
      all of its customers are law enforcement agencies, either. SpeechPro
      also designs voice recognition technology that can be used in call
      centers to verify the identities of customers. Depending on the
      size and specifics of the installation, it can cost from tens of
      thousands up to millions of dollars.

      The FBI is separately pursuing voice recognition as part of
      its efforts to take advantage of various biometric methods of
      investigation, and the National Security Agency has also supported
      the development of the technology.

      However, the advance of a mass, countrywide voice recognition system
      raises some obvious concerns. Russian secret services watchdog
      Agentura.ru reported earlier this year that Speech Technology
      Center's products have been sold to countries including Kazakhstan,
      Belarus, Thailand, and Uzbekistan-hardly bastions of human rights

      country the size of Bahrain-with a population of 1.3 million-which

      who killed an old woman with a stolen ax. "People have used axes
      domestically for hundreds of years, but some people choose to turn
      it into a weapon," he says. "We just make sure that we work with

      The government of the Cayman Islands and the territory's private
      sector are working to prepare for the implementation of the United
      States' Foreign Account Tax Compliance Act.

      Cayman currently has a task force evaluating the suitability of
      a government-to-government reporting arrangement with the United
      States, and said Cayman's local financial services industry is
      making its necessary preparations for managing FATCA.

      "Government is aware of FATCA developments, including the recent
      publication of the US Treasury's Model 1 Intergovernmental Agreement
      to Improve Tax Compliance and to Implement FATCA," said Samuel
      Rose, representing the task force. "The Model 2 Intergovernmental
      Agreement, now in development with the US Treasury, Japan and
      Switzerland, also is expected to be released soon."

      FATCA contains language directed toward foreign financial
      institutions (FFIs), requiring them to be prepared to meet the
      law's proposed compliance regulations, regardless of whether a
      foreign government has a reporting agreement in place.

      "Government understands that the FFIs in the Cayman Islands are
      well on their way to ensuring that they are taking the necessary
      measures to comply with FATCA," said Rose, who is the deputy chief
      officer in the Ministry of Finance.

      The law has a number of Caribbean governments preparing for its
      implementation.

      "Government is keeping track of the discussions surrounding FATCA and
      evaluating both information and dialogue in order to make the best
      choice for our jurisdiction regarding a reporting arrangement," said
      Cayman Premier McKeeva Bush. "We will be in a position to decide on
      the best way forward once the Model 2 Intergovernmental Agreement is
      published, and we have been able to fully evaluate all the options."

      He said Cayman's government was encouraging FFIs in the Cayman
      Islands to move ahead with their preparations for the implementation
      of the law.

      Cayman's FATCA task force includes the office of the financial
      secretary, the Attorney General's chambers, the Tax Information
      Authority, the Cayman Islands Monetary Authority and the Ministry
      of Finance.

      Fatca delay caused by IGAs, expert says

      Another delay in Fatca timelines is as a direct result of IGAs,
      one expert warns

      The US Foreign Account Tax Compliance Act (Fatca) has been delayed
      once again - as a direct result of the intergovernmental agreements
      (IGA), according to one industry expert. The US Internal Revenue
      Service (IRS) announced this week that various aspects of Fatca
      have been delayed, most notably new account onboarding procedures
      and the timeline for entering into a foreign financial institution
      (FFI) agreement with the IRS. Instead of the start of next year,
      institutions now have until January 2014 to put compliance procedures
      in place, and until January 2017 to start withholding taxes from
      customer accounts.

      For jurisdictions with an IGA, the FFI agreement is not relevant, but
      so far only one jurisdiction has signed an IGA with the US - the UK -
      and this is what one industry expert believes is holding Fatca up.

      "It seems almost certain that one of the main drivers behind the
      delay is the recognition that all IGAs must be agreed in advance
      of the first Fatca deadlines," says Colin Camp, managing director
      of products and strategy at software provider Dion in Leicester.

      Chris Tragheim, head of Fatca for Europe, the Middle East and Africa
      at Deloitte UK in London, says this week's notice was an effort to
      get everybody following the same timelines as those of the UK's IGA,
      but he is not convinced that all IGAs need to be in place before
      Fatca deadlines can be implemented. "I'm not sure that it's true
      to say that Fatca can't go ahead until the IGAs are negotiated,"
      he says. "What the notice this week really does is align everybody
      that is outside the IGA with the model agreement as far as timing's
      concerned. It's good news and a relief for non-IGA countries."

      Camp agrees that the notice makes Fatca's timelines more
      realistic. But he warns that with the anticipated IGAs comes
      complications. "The IGAs are bringing further complexity to the
      picture, because of the variety of requirements that they introduce,"
      he says. "The delay highlights the scale of the legislation and
      the implications of the implementation. This has increased still
      further with the arrival of IGAs, which have introduced input from
      multiple other countries on what form customer classification and
      remediation requirements should take, particularly as most of the
      IGAs under discussion are reciprocal."

      Tragheim agrees that there could be complicated times ahead under
      Fatca. "It's just a matter of fact that IGAs include reciprocity
      clauses and that is a matter of intense consideration within the
      US about collecting that information and passing it through to the
      competent authorities," he says. "It's a sizeable task."

      400 feet above a city and report on "suspicious activity."

      - The Californian city of Lancaster will be the first to experience a
      "new era in law enforcement surveillance" with residents set to be
      watched by a permanent eye in the sky which will beam constant video
      footage back to police headquarters including crimes in progress
      as well as "scenes of mundane day-to-day life."

      - The National Security Agency is storing all electronic
      communications and analyzing them in real time in complete violation
      of the Fourth Amendment.

      - Facebook is spying on people's private conversations for
      "suspicious behavior" and reporting them to police.

      - Former Marine Brandon Raub was kidnapped from his home by
      police, FBI and Secret Service agents and forcibly incarcerated
      in a psychiatric ward by authorities in Virginia in response to
      political Facebook posts.

      - Veterans across the country are being declared "mentally defective"
      on a whim by the state and having their firearms seized.

      - The federal government is officially backing Al-Qaeda fighters
      in Syria while declaring conservative Americans to be extremists

      America is no longer a free country.

      I write a lot about the many advantages of second citizenship and,
      with it, the benefits of a second passport.

      Today, I want to issue a serious warning to my fellow Americans:
      act now to obtain a first passport - a U.S. passport, or you may
      soon lose your chance.

      I suspect that most Americans think they are entitled to a
      U.S. passport as a matter of right. But when I turn to page six of
      my 2005 re-issued passport it states: "U.S. Government Property. It
      tells me that: "Upon demand made by any authorized representative
      of the U.S. Government, it must be surrendered.

      By law, the government can refuse to issue or renew your passport
      for reasons ranging from an outstanding federal arrest warrant to an
      existing debt of $5,000 or more in delinquent child support payments.

      Earlier this year, the U.S. Senate passed a bill by Senator Barbara
      Boxer (D-CA) that would have denied or revoked a U.S. passport
      if the IRS claimed a person owed $50,000 or more in delinquent
      taxes. Fortunately, this bill was killed in the House.

      But pause and consider your situation if the U.S. State Department
      refused to issue you a passport or if it revoked your current
      passport - you would lose the right and ability to travel to, or live
      in, a foreign country. If you are already abroad, you would become
      an instant illegal alien subject to deportation to the United States.

      Ironically, until a century ago, almost anywhere you went in the
      world, passports were not required for international travel. Rare
      passports were used mainly to insure passage of diplomats sent to
      negotiate peace treaties or carry official papers.

      Now governments use passports as another part of citizen control and
      surveillance. Official passport control marked the Cold War years,
      but now it is applied with a bureaucratic, computer-driven vengeance,
      justified by the endless "War on Terror.

      Human Controls

      I often get questions about the possibility of currency and capital
      controls, but thinking Americans should be equally concerned about
      foreign travel controls - the possibility that the government is
      planning a geographic prison for those they decide to keep within
      the U.S. borders - for whatever reason.

      If you need proof of the ominous direction in which this passport
      control movement is heading, PapersPlease.org, an affiliate of
      the First Amendment Project, has reported on what the U.S. State
      Department is planning for future passport applicants. And it
      looks like a systematic restriction of selected Americans to the
      homeland. This goes far beyond any of the existing unfair, secret
      "no-fly lists or brainless TSA body scans, searches and groping.

      Robert Wenzel, writing in the Economic Policy Journal, notes that
      in 2011 "the State Department proposed a new Biographical
      Questionnaire' for U.S. passport applicants that required those
      receiving a long-form DS-5513 application to answer a host of
      invasive personal questions ranging from every address at which you
      have ever resided and your lifetime employment history to whether
      or not you were circumcised and, if so, with what religious rituals.

      Wenzel reveals: "Ignoring massive public opposition, and despite
      having admitted that it is already using the â~proposed' forms
      illegally without approval the State Department now wants
      approval for two "new passport application forms, both just as
      objectionable. The State Department is now seeking approval for a
      somewhat revised Form DS-5513 as well as a new Form DS-5520, both
      for passport applicants, containing many of the same inane questions.

      Don't Wait - Take Action

      Don't let your voice go unheard. Tell the State Department exactly
      what you think of their new requirements - you can (and should) send
      written comments by fax to (202) 395-7245.  When you submit comments,
      state that they concern the Office of Management and Budget's review
      of proposed Department of State information collection requests,
      Form DS-5513 (ICR Reference Number 201208-1405-002) and Form DS-5520
      (ICR Reference Number 201208-1405-001).

      In the meantime, don't take any chances.  You can and should apply
      for a U.S. passport now.  How to obtain a passport is explained here,
      including how it can be done online. An adult passport costs $135
      with Form DS-11 and a minor's passport is $105 with Form DS-82. Be
      aware that first time applicants must appear in person after filing.
