- Idaho road project contract on hold after feds question contract

BOISE -- The contract to manage the largest Idaho road construction
program in state history has stalled on concern it was awarded based
on unfair political considerations.
Federal officials have asked the state transportation board to
reconsider its decision to give the contract to oversee the $1.2
billion "Connecting Idaho" project to Washington Group
International, from Boise, and Denver-based CH2M Hill Incorporated.
Federal Highway Division Administrator Stephen Moreno has asked
Idaho to reconsider and consult him before a final decision is made.
In October, Washington Group and CH2M Hill won out over New York-
based rival Parsons Brinkerhoff.
Parsons Brinkerhoff then complained, arguing that nine people on an
Idaho Transportation Department team that scrutinized both bids had
said its plan was better.
