Phasing other people as an attack
I think I'd treat it like the Paralysis power for although they
are conceptually different the effects are pretty much the same.
Obvously you can increase the duration if of the effect if you
wish to. Also, depending on how you envisage the Phasing power
works you could rule it requires a Phasing Power vs Will rather
than a Phasing Power vs Strenght as Paralysis does. Both make
sense to me.
Doesn't this fall under the auspices of Alteration Ray?
