      AVIAN INFLUENZA – NO HUMANS AFFECTED – SITUATIONAL REPORT AS ON 3-2-2008

      Number of affected districts remains the same. A total population of 27.69 lakhs is under surveillance [12.47 lakhs in 0-3 Km area and 15.22 lakhs in 3-10 Km area]. In 0-3 Km area 1787 persons with fever and URI have been detected of which 6 had exposure to sick/infected birds. In the 3-10 Kms area a total of 1511 persons have been detected with fever & URI of which 6 had exposure history. These cases have been followed up.

       No suspected human cases of Avian Influenza have been detected in any of the affected Districts.

       The district-wise details on surveillance and health related activities in 0-3 Km area and 3-10 Km area around the epicenters are as under:

       ·                     Birbhum District

       Ø                   The surveillance teams are conducting active surveillance in 0-3 Km area and in 3-10 Km  Zone  in the affected blocks

      Ø                   In 0-3 Kms off the epicenters in the blocks of this district, 3,36,414 have been covered on daily basis.

      Ø                   In 3-10 Kms of the epicenters 2,24,082 have been covered.

      Ø                   A total of 1189 persons [730 in 0-3 Km area and 459 in 3-10 km area] with fever/URI have been detected during surveillance. In the identified hospital 386 cases of fever/URI have reported. No one had exposure history to sick/ dead poultry. One person is under observation.

      Ø                   A total of 984 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] have been medically examined/ followed up.  All are under chemoprophylaxis.

      Ø                   732 Health personnel [medical officers, health supervisors and health workers] are involved in surveillance activities and they are also under cover of Tamiflu.  13 hospital staff have been examined.   

       ·                     South Dinajpur District:

       In this district the surveillance operations have been completed.

       ·                     Murshidabad District:

       Ø                   A population of 2,02,579 in 0-3 Km area is under daily surveillance. In 3-10 Km area a population of 1,04,367 have been covered.

      Ø                   There had been 365 persons  with Fever and URI (216 in 0-3 Km and 149 in 3-10 Km). Three persons had exposure history. They are being followed up. They have no signs of lower respiratory tract infection.

      Ø                   149 persons with fever/URI have reported in the hospital. Two of them had exposure history. They have no signs of lower respiratory tract infection.

      Ø                   A total of 484 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.]. They are under chemoprophylaxis.  1291 Health personnel [medical officers, health supervisors and health workers] and 192 hospital staff involved in containment operations are under medical supervision.

      ·                     Nadia District:

       Ø                   In 0-3 km area,  the teams have covered a population of 2,34,964

      Ø                   In 3-10 Km area the teams have covered a population of  3,76,888

      Ø                   A total of 681 persons [357 in 0-3 Km area and 324 in 3-10 km area] with fever/URI have been detected during surveillance. Five persons with Fever/ URI had exposure history. They are being followed up.

      Ø                   In the hospital 84 persons with fever/URI have reported and none of them had exposure history. One person had exposure history. Two persons having fever/URI, admitted in the hospital and are under observation.

      Ø                   A total of 1134 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] were examined and they are under chemoprophylaxis.  998 Health personnel [medical officers, health supervisors and health workers] and 45 hospital staff have been examined.

       ·                     Burdwan District

       Ø                   In 0-3 km area, out of a total  population of 1,64,585 the teams have covered 1,42,448 persons.

      Ø                   In 3-10 Km area, out of total population of 10,42,886 the teams have covered a population of 1,53,494.

      Ø                   There had been 147 persons [108 in 0-3 Km area and 39 in 3-10 Km area] with URI/ Fever. None of them had exposure history

      Ø                   In the hospital 23 persons with fever/URI have reported and none of them had exposure history

      Ø                   A total of 611 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] examined and they are under chemoprophylaxis. 376  Health personnel [medical officers, health supervisors and health workers] involved in containment operations are also under medical supervision.

       ·                     Hooghly District

       Ø                   In 0-3 Km area a population of  30,405 have been covered.

      Ø                   In 0-10 Km area, out of a population of 79,716 the teams have covered 63,690.

      Ø                   A total of 192  persons have been detected [ 92 in 0-3 km area and 100 in 3-10 km area] with fever/URI with no exposure history.

      Ø                   In the hospital 47 persons with fever/ URI have reported. None of them had exposure history.

      Ø                   A total of 673 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] have been examined and they are under chemoprophylaxis.  130 Health personnel [medical officers, health supervisors and health workers] and 28 hospital staff  are involved in surveillance activities are also under medical supervision.

       ·                     Bankura District

       Ø                   Surveillance activity is conducted in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of 9200 has been covered

      Ø                   In 3-10 km area a population of 13907 have been covered

      Ø                   A total of 8 persons have been detected [2 in 0-3 Km area and 6 in  3-10 km area with fever/URI with no exposure history. 17 cases of fever and URI has been reported to the identified hospitals. None of them have exposure history.

      Ø                   A total of 141 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.]. 18 Health personnel [medical officers, health supervisors and health workers] and 15 hospital staff  have also been medically examined. They are under chemoprophylaxis.

      Ø                   In the area under surveillance no suspected human cases of Avian Influenza have been detected

       ·                     Howrah District

       Ø                   Surveillance activity has started in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  2,24,226 and 82,396 in 3-10 Km have been covered. 

      Ø                   In 0-3 Km area 11 persons have been found with fever/URI with no exposure history

      Ø                   In the hospital 41 persons with fever/ URI has reported. None of them  had exposure history.

      Ø                   A total of 38 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] and 83 Health personnel [medical officers, health supervisors and health workers] have been examined and are under chemoprophylaxis. 

       ·                     Purulia District

      Ø                   Surveillance activity has started in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  2059 and a population of 6672 in 3-10 Km have been covered.

      Ø                   17 cases of fever/URI have been detected [4 in 0-3 Km area and 13 in 3-10 Km area]. None of them had exposure history.

      Ø                   In the hospital 24 persons with fever/ URI have reported. None of them had exposure history.

      Ø                   A total of 38 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] have been examined and they are under chemoprophylaxis. 42 Health personnel [medical officers, health supervisors and health workers] have been examined and eight of them are under chemoprophylaxis.

       

      ·                     Uttar Dinajpur

       

      Ø                   Surveillance activity has started in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  22576 and a population of 2875 in 3-10 Km have been covered.

      Ø                   No cases of fever/URI have been detected.

      Ø                   A total of 99 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] have been examined and they are under chemoprophylaxis. 20 Health personnel [medical officers, health supervisors and health workers] have been examined and all of them are under chemoprophylaxis.

      ·                     Cooch Behar District ( as reported on 2.2.20008)

       Ø                   Surveillance activity is being conducted in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  28286 have been covered. In 3-10 Km the teams have covered 24343.

      Ø                   A total of 69 persons have been detected [53 in 0-3 Km area and 16 in  3-10 km area with fever/URI. One person had exposure history and is being followed up.

      Ø                   A total of 226 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] and 15 hospital staff have been examined and they are under chemoprophylaxis.

      ·                     Malda District

      Ø                   Surveillance activity is being conducted in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  30,819 have been covered. In 3-10 Km the teams have covered 47,557.

      Ø                   336 cases of fever/URI have been detected [131 in 0-3 Km area and 205 in 3-10 Km area]. One person with  exposure history is being  followed up.

      Ø                   28 persons with fever/URI reported in the hospital and none of them had exposure history.

      Ø                   A total of 390 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] and they are under chemoprophylaxis. 456 Health personnel [medical officers, health supervisors and health workers] have been examined and eighteen  of them are under chemoprophylaxis.

      ·                     Paschim Medinapur

      Ø                   Surveillance activity is being conducted in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  27336 have been covered. In 3-10 Km the teams have covered 37061.

      Ø                   6 cases of fever/URI have been detected [4 in 0-3 Km area and 2 in 3-10 Km area]. None of them had exposure history. 

      Ø                   243 persons with fever/URI reported in the hospital and none of them had exposure history.

      Ø                   A total of 215 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] are under chemoprophylaxis. 154 Health personnel [medical officers, health supervisors and health workers] have been examined and 41 of them are under chemoprophylaxis.

      ·                     North 24 Parganas

      Ø                   Surveillance activity is being conducted in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  44918 have been covered. In 3-10 Km the teams have covered 1,50,353.

      Ø                   226 cases of fever/URI have been detected [71 in 0-3 Km area and 155 in 3-10 Km area]. One had exposure history and is being followed up. 

      Ø                   A total of 322 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.] and they are under chemoprophylaxis. 950 Health personnel [medical officers, health supervisors and health workers] and 38 hospital staff are under medical supervision of which 152 Health personnel and 38 hospital staff are under chemoprophylaxis. 

      ·                     South 24 Parganas

      Ø                   Surveillance activity is going on in 0-3 Km and 3-10 Km area.

      Ø                   In 0-3 Km area a population of  21,147 have been covered. In 3-10 Km the teams have covered 9914.

      Ø                   30 cases of fever/URI have been detected [4 in 0-3 Km area and 26 in 3-10 Km area]. None of them had exposure history. 

      Ø                   97 persons with fever/URI reported in the hospital and none of them had exposure history. There are four  inpatients with fever and URI but having no exposure history

      Ø                   A total of 380 animal health workers [veterinary surgeon, poultry workers, cullers, spraying workers etc.]  have been examined. They are under chemoprophylaxis. 178 Health personnel [medical officers, health supervisors and health workers]  and  18  hospital staff involved in containment operations are under medical supervision. Forty one among them are under Chemoprophylaxis.

      ·                     States of Jharkhand, Bihar and Assam that share a common border with West Bengal have been instructed to ban and prevent any entry of poultry or poultry related products from West Bengal into these States. Other States have also been put on alert.

      ·                     MOHFW has supplied 4,20,000 capsules of Tamiflu, 5000 personal protective equipments, 5000 N-95 masks and 20 ventilators and 150 bottles of Tamiflu syrup.

       ·                     A stock of 10,000 Tamiflu and 500 PPE have been sent to the States of Assam, Bihar and Jharkhand. 

       ·                     The IEC campaign initiated by MOHFW as stated in the earlier reports is continuing.

       ·                     Central RRTs have been deployed to all the districts. Trained Rapid Response teams from Gujarat and Goa have been deployed to the affected areas. The team from Maharashtra has been assigned the task of reviewing the preparedness in the unaffected districts of Jalpaiguri, Darjeeling and North Dinajpur.

      ·                     The manpower under Pulse-Polio programme supported by WHO has been requested to conduct surveillance for reporting influenza like illness in the districts adjoining affected areas of West Bengal. This includes the bordering districts of Assam, Jharkhand, Bihar, Tripura and Orissa.

       ·                     A two day training program was held at NICD for physicians of Central Government Hospitals on clinical management of human cases of Avian influenza.

       ·                     To prevent spread of the outbreak into the neighbouring states, it has been decided to create a poultry free ring of 5 km width along the border of West Bengal in the State of Assam, Bihar, Jh
