      Invitation to Participate in Investigative Forums
      Regarding Modeling Scams in New York State

      On Oct. 9 in New York City, the New York State Consumer Protection
      Board will begin a series of forums investigating consumer scams
      advertised as modeling agencies or talent scouts. A second forum is
      scheduled for Oct. 21 in Buffalo and dates in other cities may be
      scheduled.

      These forums are in response to numerous complaints lodged against
      the Wilhelmina Scouting Network, a company identified as a consumer
      scam by
      the Consumer Protection Board ("CPB") on Sept. 17. The CPB
      is inviting government officials and consumers affected by the
      Wilhelmina Scouting Network, as well as victims of other modeling
      scams, to testify at
      these forums. Experts in the fashion industry, the press and general
      public
      will also be encouraged to attend.

      The CPB is interested in learning more about the Wilhelmina
      Scouting Network and other so-called "photo mills." Photo mills
      charge high fees for photography and website packages while
      claiming that these services will help aspiring models to find
      work. Experts in modeling, however, advse that such services are not
      necessary and that prospective models should not pay large, upfront
      fees.

      Through these investigative forums, the CPB will also evaluate
      current state and local laws and determine whether new consumer
      protections are necessary.

      The forum in New York City will take place in the 8th floor Board
      Room of the New York State Public Service Commission, One Penn
      Plaza, across from Penn Station in Manhattan. The forum will begin
      around 11 a.m. and we will try to schedule a time for any witness
      wishing to present testimony. A picture ID is needed to enter the
      building.
