      To answer the question about if the person would have to pay for the energy while they are on vacation, the answer is yes.  They will average out the amount of energy the person actually used in the last 2 or 3 years to come up with there average usage. At the end of the year if they used less energy that they produced they will get a credit for the amount from the utility company.  They are aiming at getting real close though.  They will send an engineer to the house to determine this.
