      This latest fine-tuning of the Germany's Renewable Energy Act seems to have fueled a serious move to install kilometers of free-standing PV arrays. The industry there is shooting for double figure % growth per year. With production up by 50% over 2003, it seems likely that they will reach that goal sooner rather than later.
      The difference in this German program and ones in the US is generally, ours pay a subsidy for installed capacity while Germany pays for actual output. The difference is their plan drives focus on stable, long term output  while US programs pay upfront subsidies for maximizing the number of installations.
      The final paragraph says a lot. Even the smaller installation companies there are finding it difficult to complete installations in a timely manner due to the 'giant sucking sound' of the biggest Euro players paying top dollar for pv by the truckload.
