      URGENT ACTION ALERT!

      We are respectively urging your private lobbying assistance today!
      Within the next 30 days, the California Public Utilities Commission
      (CPUC)
      will rule on a proposal that would severely undermine the growth of
      solar
      energy in California.

      California's utilities are actively supporting a CPUC decision to
      approve
      a new solar tax that would increase the costs of using solar energy
      by up
      to 40 percent!

      Don't let this happen. The solar industry strongly opposes the
      proposed
      decision. Please help.

      Today, please send a copy of the attached word documents on your
      letterhead or personal stationery to the Commissioners office and the
      Governor's office, sign with your name, title, etc., urging them to
      do
      everything to continue promoting solar energy in California!

      Thank you for your support. Let us not roll back the last two years
      of
      tremendous legislative and public support for the use of solar as a
      result of ONE agency decision.

      The Imperial National Wildlife Refuge, located north of Yuma along the
      Colorado River, unveiled a new
      10kW solar installation on the roof of its visitors' center this
      month. The
      system, designed and installed by American Solar Electric, Inc.,
      incorporates 64 of Kyocera's KC-158G solar modules.

      USA:

      Georgia Power Co., which relies heavily on coal-burning power plants
      for
      electricity, plans to offer "green energy" to environmentally minded
      homes
      and businesses willing to pay more each month. Under long-awaited
      plans
      being filed today with the Public Service Commission, Georgia Power's
      2
      million customers would be able to purchase "blocks" of electricity
      to be
      generated from renewable energy sources such as landfill gasses, wind
      and
      solar power.

      Proton Energy Systems, Inc. (Nasdaq: PRTN), a leader in hydrogen
      generation
      and fuel cell technology and products, participated in a White
      House-sponsored event yesterday to promote President Bush's $1.2
      billion
      Freedom Car and Fuel initiative. Proton exhibited the HOGEN(R) RE
      hydrogen
      generator that incorporates a patent-pending interface capable of
      producing
      hydrogen fuel from water and electricity generated by renewable
      technologies
      and was one of an invited group of companies chosen to represent the
      fuel
      cell industry at the expo. This event was held at the National
      Building
      Museum in Washington, D.C. President Bush, U.S. Secretary of Energy
      Spencer
      Abraham, and members of Congress attended.

      Thursday the 6th of February was the opening of the Indoor Training
      Center
      at the Alexander Stadium in Birmingham, which will be the key
      training venue
      for athletes competing in the 9th IAAF World Indoor Athletics
      Championships
