TREIA wishes to thank all those companies, consultants, lawyers and individuals who participated in the 83rd legislative session to make it a success that exceeded expectations. In this wrap-up you'll find insights from the session.Thank you to all members and to all who helped make this session a success!Success In 83rd Legislature Regular Session Exceeds ExpectationsTREIA approached the 83rd Texas Legislature with a strong feeling that passing legislation favorable to renewable energy in the 140 days from January through May was unlikely. The TREIA Board identified over 100 bills to be supported, opposed, or monitored. As expected, a strong assault on renewable energy was mounted during the session. But in the end, we are pleased to declare that the hoped for measure of success was achieved and exceeded.Important Bills PassedTREIA helped in the passage of four bills that will definitely benefit developers and installers ofrenewable energy: SB 385 (Property Assessed Clean Energy), HB 2500 (improvements in solar property tax appraisal), HB 2712 (energy storage property tax exemption), and HB 3390 (continuation of Chapter 313 - the "Limitation on Appraised Value" economic development tool), and one which may, at some point, provide opportunity for biomass or solar technologies. HB 1864 (CHP evaluation). For a TREIA SUMMARY & ANALYSIS DOCUMENT on the first four bills, click on the following links:SB 0385 - PACE Bill - PDF format

HB 3390 - Chapter 313 Modifications - PDF formatA summary document for HB 1864 is not available at this time.Harmful Bills DefeatedTREIA also helped defeat all of the bills that would have had significant negative impact on the renewable energy industries. One would have reversed some of the success for solar in the Property Owner Association arena we achieved in the 82nd Legislature, two restricted unnecessarily the siting of wind generation, and another sought to eliminate the state's Goal for Renewable Energy and its Competitive Renewable Energy Zones (CREZ) law.
