That is not a problem. When the load is less than the available PV power, the voltages across the panel cells go up and the photocurrent is reduced. If you disconnect the array in full blazing sunshine the voltages go up a little more and the photocurrent stops. No damage, no fire, no sparks.
In other words, it is the power harvested that automatically adjusts itself to the load.
