      This patch article leaves out mention of hand washing albeit bottled water is mentioned and raises the issue of when the main broke (prior to lunch) and when the water truck arrived.

      The main concern I see here is the transportation issue, car riders, which is something the hcpss does not seem to take into account with site planning.
