      In 1998 the Department of Defense approved a ruling to award a Cold War
      Recognition Certificate to any person who served honorably in the Armed
      Forces and in other categories between the dates of September 2, 1945 and
      December 26, 1991. To receive this certificate it must be applied for by the
      service member or relative of service member if posthumous. Although the
      Army is handling the issuing of certificates it is for all federal service
      during those dates.

      I thought that this might be of interest to some Howards who served in the
      post W.W.II years.
