I don't believe it to be a Montreal sweater and I own an actual game jersey
from the Stars of the ACHL so I know that is not it. Maybe it is from the
NAHL team, but I don't think it is.

M? There are plenty of teams with those initials:
Vail Mountaineers (no idea what league this is)

I bet that Vancouver and Victoria had a lot of senior level teams

The Victoria Maple Leafs wore exact duplicates of the Toronto Maple Leafs uniforms: Blue and white with the Maple Leaf crest on the front of the sweater; only the name "Toronto" was replaced with "Victoria".
