    New league starting up, 11 GMs already signed up. This retro league is very unique, with franchise players assigned to teams, limit of 6 HHOF players on any one team, penalty minute requirements. This will not be the most competitive league, but we hope to make it the most fun league.

    Rules and Overview

    GENERAL OVERVIEW:
    The SSHL is an APBA based, 24-team hockey league playing a 78 game season. There are two conferences, Clarence Campbell and Prince of Wales. Each conference will have two divisions, CC (Patrick & Smyth), POW (Adams & Norris). Each division will have six teams.
    An executive committee will vote on all league issues and oversee all league activities to ensure all GMs are acting in the best interest of there team and the league. Anyone attempting to circumvent the spirit of the game may be expelled from the SSHL. A majority vote is needed to change an existing league rule or add a new rule. The executive committee will handle all voting. The commissioner may change the wording of a rule to prevent a GM from abusing the intention of a rule.

    CODE OF CONDUCT:
    The SSHL is a league designed to bring fellowship and the enjoyment of hockey, played by computer, among friends. In order to participate (run a franchise) you must be dedicated. We do not want to have a high turnover rate among team owners. Active owners make the league more fun and enjoyable. All team owners are expected to participate in all league activities. If winning is the only thing that will maintain your interest, please choose another league to join, because you will not be welcome here. For every winner, there will be several losers. We must all understand and accept that.
    In the SSHL we have our own listserv and it is considered a privilege to use it. All communication using either the listserv or the league mailing list must be respectful to all league members. Neither the use of profanity nor the criticism of any league member will be tolerated. The list is not to be used for chain letters or a personal forum. This league was established to have fun. There is no place for disrespectful behavior. Anyone who is disrespectful of his fellow owners will be placed on email moderation and may be dropped from the league.

    EXECUTIVE COMMITTEE:
    The commissioner (Al McRae), will oversee and rule on all league matters. A small group of GMs will make-up the balance of the executive committee that includes Cam McCurdy, Anthony Blanda, Barry Shepherd and Sammy Hartofil. The executive committee will run the league and vote on all issue’s. All league members are encouraged to help with the running of the league. GMs that continue to help run the league may be invited to join the executive committee at any point in time.

    APPEALS PROCESS:
    If a league member does not believe they have been treated fairly they may make an appeal to the executive committee within 72 hours of the occurrence. Anyone making league wide complaints on the listserv may have draft picks taken away. A simple majority vote by the executive committee would over rule whatever was appealed. The commissioner may suspend a draft or weekly game sims while the executive committee votes.

    GAME PLAY:
    The SSHL will SIM all regular season and playoff games, GMs may utilize a utility called APHcomm, which is used to set lines and shifts. All GMs must either use APHcomm or send a lineup profile to the commish. All basic strategies on the team strategy page are allowed. None of the explicit line assignments or line weights can be used. Anyone found to be using these might be expelled from the league. Teams must dress 18 skaters and two goaltender's. The injury feature will be turned off during the regular season, no overtime and teams play 5 on 5 after coincidental minors. Only the Commish can use the "manage rosters" feature, to finalize a trade. Anyone using this feature could be expelled from the league.

    EXTRA PLAYER'S:
    The SSHL has included nine (Newsy Lalonde 1922-24, Corb Denney 1924-25, Harry Cameron 1923-25, Phil Stevens 1922-24, Bill Cook 1922-25, Bun Cook 1925, George Hainsworth 1923-25, Louis Berlinquette 1923 and Leo Reise 1923-25) non NHL player seasons that all played for Saskatoon in various seasons from 1922 to 1925.
    The SSHL has also included 44 (J.C.     PLAYER SELECTION FOR SSHL:
    GMs will select one season for each of their drafted players. GMs may change a players selected season between SSHL seasons. GMs may pick the same season every new SSHL season. Teams must have at least 3 goaltenders.

    REGULAR SEASON PLAYER LIMITATIONS:
    Skaters must have played at least 50% of there teams regular season games to be eligible to play in the SSHL. Goaltenders must have played at least 25% of there teams regular season games to be eligible to play in the SSHL. Goaltenders cannot play more then 50% of a teams regular season games.

    PLAYOFF PLAYER LIMITATIONS:
    Injuries will be turned on for the playoff's. Games will be played every day, but games injured will be half of the days injured. The game in which the injury occurs does not count toward days injured. A player receiving a 4 day injury during game one, would miss games 2 & 3, returning for game 4. Skaters may play all playoff games. Goaltenders must alternate games played unless a team has two goaltenders injured.

    PLAYOFFS:
    Four teams from each division will make the playoffs. Teams will be seeded within their own division. NHL tiebreaker rules will apply to the SSHL in the case of a tie. Injuries are turned on during the playoff’s.

    FIRST LEAGUE DRAFT:
    The SSHL will start the draft on 03/17/12 as each GM will have 6 hours to make there selections. Sammy Hartofil will over see the draft, but everyone is encouraged to help keep things moving forward. All picks will be made on the official league email group. The Commish will make selections for teams that may miss a pick, in the best interest of the franchise/league, if a GM does not make a selection and the next three teams have made selections. If a GM will not have internet access when there pick is coming up, please send a short list the the GM picking after you and Sammy, so your pick does not get passed. GMs may jump in and make a missed pick if the league hasn’t already made a pick for them. Player’s must be listed as follows, last name, first name and season they are to be used. Remember the APBA disks we are using list the first year. 1944-45 is called the 1944 season disk.

    DRAFT ORDER:
    The SSHL will not use a reverse snake order. The team selecting first will continue to select first each round.

    HOCKEY HALL OF FAME RULE:
    A team may not have more then 6 HHOF players on their team. Someone elected to the HHOF as a coach or GM/builder will not count against the SSHL limit.

    PENALTY MINUTE RULE:
    All teams must draft at least two players that have at least 200 pim in the season selected for use in SSHL. Regular season and play off line-up’s must have at least one 200 pim player included. If a team has two 200 pim players injured in the playoffs, there will be no penalty for not dressing a 200 pim player. Once the injury is over one must return to the line-up.

    YEARLY ROOKIE ENTRY DRAFT RULES:
    Every year, a draft will take place for all players not on a SSHL team. The first draft will have 24 rounds, plus the two franchise players. After season one GMs will protect 18 players and cut everyone else. All drafts after year one will be 8 rounds.

    TEAM LIMIT:
    If a team exceeds 26 players from a trade or draft, the GM will have 24 hours to reduce the team roster by either trading player’s away or cutting players. The Commish will cut a player if the GM does not announce a cut within 24 hours.

    FRANCHISE PLAYER RULE:
    Each GM will be allowed to select two players before the draft starts. GMs are allowed to select any player who played the majority of his games for the NHL team that matches his SSHL team name. The players listed below will become official before the draft begins. The draft spot is the draft order for year one.

    INCORRECT PLAYER SEASON:
    If a player with an incorrect season is determined to be on the SSHL season disk, the correct season for that player will be immediately switched onto the SSHL disk.

    RATING MISTAKES:
    Disagreements over ratings will not lead to any player changes in the SSHL. Input mistakes will lead to player corrections. Examples of mistakes include the calculation for SHOT % which is (SCR% X 2). or an input error of real stats, making a player better or worse. What if a goalie should have a save% of .894 but was input as .849 on the season disk? The correction to the error will be made on the season disk, we will run SIMS to check the impact of the change and then put the corrected player back onto the SSHL team.


    SCHEDULE:
    The SSHL will play a 78 game schedule. Two games against the 12 teams not in the same conference, four games against the 6 teams in the other division and six games against the other 5 teams in the same division.

    TRADES:
    There is no limit to trading, but the commissioner may alert the executive committee to any trade that does not appear to be made in the best interest of a team. A trade may not be allowed if it is extremely unfair. No trades will take place from the 52 game mark to the end of the playoffs. When a trade is made both parties must confirm the trade with the commissioner. Please include full names and draft picks involved in any trade. Any draft picks traded must be from the next two entry drafts. No deals that include future considerations will be allowed.
