Shlomo Avineri's book, if you can locate it, is certainly a very good one.
For a concise, well-informed survey, I would recommend Allen Wood's
"Introduction" to the 1991 Cambridge University Press edition of
Hegel's _Philosophy of Right_. Wood discusses the main features of
the book, and the history of debates about it. If you can't locate
this edition of the book, you can read Wood's entire introduction to
it on Google Books, online.
Regarding Karl Marx's critique of Hegel's _Philosophy of Right_, I
would suggest my own article, "How Hegel Reconciles Private Freedom
with Citizenship," Journal of Political Philosophy (1999), pp.
419-433. If your library can't get it, I might be able to send you an
electronic copy.
