      IN ITS RESOLUTION 50/157 OF 21 OF DECEMBER 1995, THE GENERAL-ASSEMBLY
      RECOMMENDED THAT AN INDIGENOUS FELLOWSHIP PROGRAM SHOULD BE CREATED
      WITHIN THE UNITED NATIONS, TO ASSIST INDIGENOUS PEOPLES WISHING TO
      GAIN EXPERIENCE OF THE UNITED NATIONS SYSTEM.

      IN APRIL 1996, THE ADVISORY GROUP OF THE UNITED NATIONS VOLUNTARY
      FUND FOR THE INTERNATIONAL DECADE OF THE WORLD'S INDIGENOUS PEOPLE,
      RECOMMENDED THAT THE HIGH COMMISSIONER FOR HUMAN RIGHTS/COORDINATOR
      OF THE INTERNATIONAL DECADE OF THE WORLD'S INDIGENOUS PEOPLE SET
      ASIDE FUNDS IN THE VOLUNTARY FUND TO COVER THE COSTS OF A PILOT
      UNITED NATIONS INDIGENOUS FELLOWSHIP PROGRAM IN 1997. ACCORDINGLY,
      THE HIGH COMMISSIONER/COORDINATOR OF THE DECADE LAUNCHED THE FIRST
      INDIGENOUS FELLOWSHIP PROGRAM IN 1997.

      THE OFFICE OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS
      INDIGENOUS FELLOWSHIP PROGRAM OFFERS SIX MONTHS TRAINING AND
      PRACTICAL EXPERIENCE ON HUMAN RIGHTS AND THE UNITED NATIONS SYSTEM,
      IN COOPERATION WITH INDIGENOUS PEOPLES AND NON-GOVERNMENTAL
      ORGANIZATIONS IN GENEVA.

      THE AIM IS TO GIVE INDIGENOUS INDIVIDUALS THE OPPORTUNITY TO GAIN
      KNOWLEDGE AND SKILLS IN THE FIELD OF INTERNATIONAL HUMAN RIGHTS IN
      GENERAL, AND ON INDIGENOUS PEOPLES RIGHTS IN PARTICULAR, IN ORDER TO
      ASSIST THEIR ORGANIZATIONS AND COMMUNITIES IN PROTECTING AND
      PROMOTING THE HUMAN RIGHTS OF THEIR PEOPLE.

      THE PROGRAM IS DESIGNED FOR INDIGENOUS INDIVIDUALS SUPPORTED BY THEIR
      ORGANIZATIONS AND COMMUNITIES WHO ARE COMMITTED TO THE UNDERSTANDING
      AND PROMOTION OF INTERNATIONAL HUMAN RIGHTS AND THE PROCESS OF
      DEVELOPMENT AND IMPLEMENTATION OF INTERNATIONAL HUMAN RIGHTS
      STANDARDS.

      IN 1997 AND 1998 FOUR INDIGENOUS INDIVIDUALS WERE AWARDED A SIX
      MONTHS FELLOWSHIP, WHICH COVERED TRAVEL AND LIVING EXPENSES IN
      GENEVA. THEY WERE BASED IN THE OFFICE OF THE HIGH COMMISSIONER FOR
      HUMAN RIGHTS. AS OF 1998, THE PROGRAM IS ALSO MADE AVAILABLE FOR
      EXTERNALLY FUNDED CANDIDATES, IN ORDER TO ENABLE THE UNITED NATIONS
      TO OFFER THE PROGRAM TO A LARGER NUMBER OF INDIVIDUALS.
