Try sending an email to Donald and/or Brian Dalton at Greenwich and
request a rack at the location. Only the council has authority to place
this street furniture on the public highway.
If pavement space is tight then maybe one of the new 'cycleloops' around
an existing post might be possible - and also much cheaper.

If you are not a Streetcar member this may not be relevant to you. If
you are, please read on...
I joined Streetcar 9 months ago. The nearest two of their car bays are
both around 3/4 mile away - far enough to make it quicker to cycle than
walk at the start and end of a hire. But there is no cycle parking
close to either
of them. The best I can do is lock the bike to a lamp-post with a
(the posts being too wide for a D-lock). I asked the Streetcar customer
services people whether they had thought of installing a single
Sheffield stand at each location, as I expect there are plenty of
Streetcar users who are also cyclists.
Their response was that only the highway authority can initiate
installation of cycle stands. I'm not sure that is quite true - I would
have thought Streetcar could apply for planning permission - but taking
it as correct for now, they then suggested that I could start a petition
among other Streetcar members to the Council. But of course, due to
Data Protection they could not let me have the contact details of other
members in the area. Fair enough.
So, if you are a Streetcar user (or otherwise) living in Greenwich
borough and agree with the proposition that users should be able to park
bikes close to the car they are hiring, could you please reply (to me,
not to the whole
group) with your name and e-mail address. I can then at least judge the
level of support for the proposal.
