I've spotted what I think is an <action> that should be a <vote>, in
      the following House bill:
      http://www.govtrack.us/data/us/111/bills/h4899.xml

      <action datetime="2010-03-24T17:18:00-04:00"><text>On passage Passed
by the Yeas and Nays: 239 - 175, 1 Present ) (Roll No.
      186).</text><reference label="text" ref="CR H2300-2301"/></action>

The bill has passed in both houses, but has only one <vote> tag, and
the status of the bill is a <vote2> tag. Not sure if this issue is
present in other bills, I've just seen it in this one.

Thanks. There was a stray parenthesis in the text on THOMAS which of course tends to confuse the scraper. It s fixed now. - Josh Tauberer - CivicImpulse

            I've spotted another <action> that should be a <vote>...

            In http://www.govtrack.us/data/us/111/bills/h3962.xml -

            <action datetime="2010-06-24T19:09:00-04:00"><text>On motion that the
House suspend the rules and concur in the Senate amendments Agreed to
by the Yeas and Nays: (2/3 required): 417 - 1 (Roll no.
393).</text><reference label="text as House agreed to Senate
            amendments" ref="CR H4829-4835"/></action>

This was originally the House's health care bill that barely passed in
November, which has now been amended to be something much smaller and
somewhat related. It passed the Senate unanimously, and the <action>
in question is the House re-passing the amended bill by roll call.
