      So I'm adding constraints to my DB and found what seems to be a singular case where a Roll is missing data:

      It's 103/rolls/h1994-68.xml:

      <roll where="house" session="103" year="1994" roll="68" when="763949520"
          datetime="1994-03-17T19:12:00-05:00" updated="2008-12-30T12:29:22-05:00"
          aye="175" nay="240" nv="18" present="0">
          <type></type>
          <question>: S 636</question>

      Note that the question and type are both incomplete.  Seems to be the only such case out of thousands...

      Seems to be an issue with the original House data, which is also incomplete. http://clerk.house.gov/evs/1994/roll068.xml
