      I could help out. Instead of screen scraping FDsys, you might find using
      the sitemap to be more useful. Information on the FDsys sitemap can be
      found at http://www.gpo.gov/help/index.html#sitemaps.htm.

      The sitemap is organized by year and then collection. If you wanted to
      see a list of all of the bills on FDsys indexed in 2011, you would go to
      http://www.gpo.gov/smap/fdsys/sitemap_2011/2011_BILLS_sitemap.xml. The
      URLs in the sitemap point to the more information page, but the key
      piece of information in that URL is the Access ID (e.g.,
      BILLS-112hr68ih). This value can be used to point to the more
      information page, PDF, HTML or XML rendition of the bill. Information on
      the structure of the links to bills can be found at the bottom of
      http://www.gpo.gov/help/index.html#sample_searches_and_urls_for_congressional_bills.htm.
