The device seems to be an ARM9 processor and code for it can certainly be developed with the GNU tools. Having said that, it may not be easy to get going using GNU tools from scratch. I recommend downloading pre-built tool chains from Codesourcery (now part of Mentor Graphics) or using one of the router distribution tool chains, such as WRT54g replacements.

If you can afford it, pay for support. Cross compiling is not as easy as it sounds/appears and debugging is hard.
