The amazing thing isn't that a Spark could build something that could stop time in an entire city, but that he could build one that would fit in his pocket!
I wonder what the significance of the number "5" on the device was. It wasn't a countdown, because the "5" was still there when it went off. It can't be a "five year" timer, either. It takes a real dumb person to put the shutoff timer on a stasis field inside the field.
