Does anyone have a strong recommendation regarding a software solution for
designing, testing and creating executable Artificial Neural Network code?

I am a graduate student in computer science with some undergraduate work in
Artificial Intelligence. I would like a CAD suite with a GUI interface
which runs on X11, or Mac OSX. I would like to be able to confidently build
ANNs to my specifications (GA adjustment of weights or architecture would be
a nice plus) and insert the product ANN nicely into a larger project (likely
as compiled C or C++ code). Alternatively, a program which runs on Unix in
      terminal would be acceptable.

I have found that MATLAB claims to have a solution for me, unfortunately the
academic version of MATLAB does not include the ability to generate an
executable (nor can this utility be added to the academic version). The
commercial version of MATLAB with this functionality will cost me in excess
      of $2500 (laugh).

If anyone has a suggestion or comment, I would like to hear it.

      Thanks.

Close, but no cigar. I normally make an oblique reference to GP (about
which I know nothing), and then start a lengthy thread on the Turing Test,
randomness, religion, fuzzy logic and/or probability (about which I know
        nothing). ;-)

This is not software, but it is a paper that describes a way for GPs to evolve neural network weights and topology simultaneously.
