        Yes, if set up as you described it will convert all of the power to heat. Essentially you'd be shearing the oil with the TC's impeller/turbine and creating heat. You'd have to anchor the drum very well, though, as most torque converters will increase the torque in this condition by a factor of about 2. So, 20 Nm from the impeller will cause about a 40 Nm torque that the drum has to transmit to its anchor.
