      I suggest you contact the stake technology specialist.  The network and the computers both fall under his domain.  More so the network since it's likely used by the rest of the building.  I know some FHCs have problems getting help from the STS.  If that's the case then the director needs to have a little chat with the stake president about responsibilities.  Network connections have ceased to be "the FHC network" a few years now.

      Yes, speed problems could well be a bad modem.  You also could be running out of IP addresses.
