      There is no-one to report the breeder to.  They may have bred in good faith from cats that have scanned clear only weeks previously. 
       
      However, Paw-Peds are an online database that will accept results from cardiologists http://pawpeds.com/healthprogrammes/hcmcontacts.html%c2%a0and this provides information for anyone who cares to look.
       
      If you have bought in good faith from someone who scans their cats, you need to inform them as they may be totally unaware of these sad results.   Many reputeable breeders have some form of guarantee should a kitten of their breeding developing HCM.  However, if you have bought kittens/cats from a breeder who breeds to try to make money - you will be on a rocky road as these people dont care what or who they breed from.
       
      You dont say what country you are in, this may help me give you some direction to a breeder who may be able to advise you further.

        HCM can, and does happen even under the best of breeding and faithful scanning protocol.  Not just with Sphynx, but other breeds as well.
