      You appear to be describing a coin that was altered outside the
      mint. It sounds like the edge was compressed either by tapping it
      with a hammer or squeezing the coin with a more sophisticated
      mechanical device. The fact that the coin is undersized and the
      peripheral design elements climb the rim or are obscured by it is
      consistent with this kind of vandalism.
