I use EDEE, so I won't be of much help with EDIE. I am also dialup, so the process won't be identical. Since you both have XP, are not on dialup and are using the same game version, that will simplify identifying the problem.
Who usually hosts the game?
The person hosting the game has to find out their IP number and give that to the other. The IP number is the Internet Address. Both of you
may have to contact your connection service to find out any information on connections for playing games and obtaining the IP number. Usually they have a webpage that provides the information. Or call them directly and let them know that you're trying to play a game.
You can locate the IP number in XP:
START --> Settings -->Control Panel--> Network Connections - click on any line items and a panel (lower left corner) should show you the IP number.
You can also try finding out your IP address from sites that are designed to tell you that, such as one of these:
