      On Monday, Feb. 4th, 2002, barricades and signs will be installed to close
      the railroad track crossing on Sutherland Court, which extends for one
      block between Winnebago and East Main St. Traffic currently crossing the
      tracks on Sutherland Ct. will most likely choose to use nearby Second St.
      to cross the tracks, where there are active railroad warning devices,
      unlike Sutherland Ct. where the crossing is regulated only by railroad
      crossbucks and no active warning devices. Since there are no active signals
      or gates at Sutherland Ct., trains are currently required to blow their
      whistles. Closure of the crossing will allow trains to pass without using
      the whistle in the neighborhood of Sutherland Ct.

      The track closure will be installed on a six-month trial basis.
