Call to vote: remove 'resize'

The PREVIOUS (ELKS95) version of 'resize' looks like this:
resize (newsize: INTEGER)
-- Rearrange string so that it can accommodate
-- at least newsize characters.
-- Do not lose any previously entered character.
new_size_non_negative: newsize >= 0
This feature is currently implemented in different ways. ISE/HACT do not
change 'count', whilst SE/VE set 'count' to 'newsize' and initialize any
newly-allocated character positions to '%/0/'.
