      About PartnersSI

      The mission of Partners in School Innovation (PartnersSI) is to enable public schools in low-income Bay Area communities – serving students of color and English Learners – to achieve educational equity through school-based reform.  We partner with teachers and leaders of public elementary schools and districts in low-income urban communities to build the leadership and instructional capacity necessary to accelerate student achievement and achieve educational equity. We co-lead a process of results-oriented change that accelerates the literacy learning of Latino and African American students and English Learners, and equips their schools for sustained improvement.  PartnersSI is the only organization in the Bay Area that provides a combination of on-site strategy, coaching and side-by-side implementation.  We build core knowledge and skills at multiple levels – district leaders, principals, teacher leaders and classroom teachers – to ensure that improvement is aligned and sustained across the system.

      Chief Organizational Performance Officer ("COPO")

      The Chief Organizational Performance Officer is responsible for leading the vision, design and implementation of:

      a)    An expanded strategy for cross-organizational performance management (PM); and

      b)    Required management structures, processes, systems and metrics to establish, measure, monitor and improve organizational, program, team and individual effectiveness.

      The COPO acts as our internal accountability agent, challenging organizational assumptions, leading organizational effectiveness inquiries, and providing the data, procedures and analysis that would effectively prove (or disprove) the PartnersSI Theory of Action.  In addition to managing internal performance management staff and coordinating related cross-organizational accountability processes, the COPO will develop the materials and deliverables needed to represent PartnersSI's PM methodologies and results externally to promote national visibility.  The COPO will directly manage a team consisting of a Performance Manager, a Data Analyst/IT Support Specialist and a Field Researcher.  This position reports directly to the Chief Executive Officer (CEO).

      The COPO will lead this work in the following strategic areas:

      1.    Development of a Culture of High-Performance

      The COPO will drive these efforts toward a more aligned and accountable organization.  As our work at PartnersSI urges teachers, school leaders and district administrators to use data to drive organizational and individual performance in order to better meet the needs of students, so too must the work of all PartnersSI's staff be guided by clear goals, roles, expectations and performance measures in order to deeply engage our own organizational and individual cycles of improvement.  It is imperative that we are always working to improve our internal management processes, sharpen our skills and increase our efficiency and effectiveness.  In this way, we are "living the change we are seeking", and in doing so, modeling the behaviors we advocate for everyday from our school and district partners.

      Similarly, as our more focused, coherent and aligned PartnersSI Core Service Model emerges, it is essential that the organization understands the connection between our inputs and the results we are achieving, and that we drive that connection through a data model that is agile, powerful, transparent and credible in the field.

      2.    Development of Data Systems for High-Impact Internal Inquiries

      The COPO will lead the efforts of designing databases and gathering and analyzing data (from an internal data system (currently under construction) as well as from external sources) to create briefings and studies that will inform the development and refinement of PartnersSI's Core Service Model.  S/he will implement internal mechanisms to measure inputs and impact in ways that have significant ability to inform ongoing team and cross-team work, and also explain and highlight the strategies of the PartnersSI Program Team.

      3.    Serving as Core Research Function

      The COPO will act as the principal investigator of all inquiries – internal and external – into the impact and performance of PartnersSI efforts.  S/he will lead PartnersSI research work, working with internal and external resources (including university-based teams), to produce studies that benefit the field of public education at large.  Such tools will aim to take extensive information about complex educational strategies implemented in the PartnersSI approach and boil them down in ways that members of the general public will understand, remember and repeat. These tools will help PartnersSI communicate to a broader audience in powerful ways about what is effective in education and what role PartnersSI plays in the success of our district partners.

      Skills and Qualifications:

      ·         Demonstrated and significant experience and commitment to public education reform and educational equity with emphasis on efforts to support the learning of students who live in poverty, English Learners and students of color

      ·         7 years' experience in quantitative and qualitative research and analysis as well as specific experience developing and maintaining data systems and analytical tools

      ·         Excellent qualitative and quantitative analytical skills demonstrated by the design and/or authoring of critical studies, journal articles and professional development materials aimed at bringing promising and proven strategies to the support of students who live in poverty, English Learners and students of color

      ·         Excellent oral communication skills and persuasive strategic communication skills as demonstrated by 5 years of conference appearances, speaking engagements and participation in convenings and other such venues where participant expertise is offered

      ·         Deep understanding of performance management systems, structures and processes

      ·         Deep knowledge of professional development methods, tools and processes that are effective at building the skills of adult learners

      ·         Proven ability to effectively build consensus among multiple stakeholders

      ·         Expertise with technology system design and product development oversight

      ·         Ability to lead convenings and meetings, deliver presentations, give speeches and credibly represent PartnersSI to external audiences

      ·         Excellent project management skills – ability to manage large, long-term, complex projects supported by multiple human resources

      ·         Excellent people management skills – ability to manage people to achieve results

      ·         Demonstrated ability to prioritize use of time and limited resources toward meeting ambitious, measurable goals

      ·         Demonstrated skill in conveying data in visual forms such as charts and graphs

      ·         Impeccable attention to detail

      ·         Advanced degree

      ·         Self-directed, self-starter able to manage multiple priorities

      ·         Willingness to roll-up sleeves and dive into detailed work, coupled with ability to frame and keep in mind the big picture

      ·         Willingness to travel at moderate levels

      Director of Strategic Services

      The Director of Strategic Services oversees the design, customization and implementation of our "leveraged" and "unbundled" services.  Our leveraged service model packages and delivers pieces of our core service model across multiple school districts as a strategy for bringing particular aspects or "slices" of our core service to scale.  The unbundled service model packages and delivers short-term professional development for schools and districts.  This Director provides programmatic leadership to and directly manages the small team that provides these services across schools and districts.  The Director reports directly to the Chief Program Officer. The Director of Strategic Services will be held accountable for the following primary functions:

      1.     Developing and Implementing our Leveraged Services Model

      ·         Identify which aspects of our core service model we can "leverage" across an increasing number of districts while still achieving accelerated learning results;

      ·         Develop our programmatic approach to strategic leveraged services, analyzing data provided by our Organizational Performance department to refine and strengthen the model along the way; and

      ·         Work with the Knowledge Manager and the Director of Networks & Professional Development to codify and package each service for expansion.

      2.     Developing and Delivering Unbundled Services Model

      ·         Define PartnersSI's offering of discrete professional development services for schools and districts, such as training in Systematic ELD, Backwards Mapping, etc.;

      ·         Identify internal capacity to deliver these services as the needs arise; and

      ·         Work with the Knowledge Manager and the Director of Networks & Professional Development to codify and package each service for expansion.

      3.     Managing the Strategic Services Team

      ·         Staff all positions on the Strategic Services Team;

      ·         Establish clear roles and responsibilities for each team member and ensure that each role is aligned with the organization's mission;

      ·         Conduct semi-annual performance evaluations for all team members;

      ·         Develop and implement an operational plan for the Strategic Services Team aimed at achieving clear, measurable goals;

      ·         Work closely with other members of the Program and Organizational Performance departments to ensure coherence and alignment of approach;

      ·         Develop leadership capacity in members of the Strategic Services Team; and

      ·         Establish and maintain a rigorous performance culture among all team members.

      4.     Managing District Relationships

      ·         Contract with districts and schools for their purchase of our leveraged and bundled service offerings;

      ·         Establish and maintain productive working relationships with district partners;

      ·         Work closely with district leaders to identify and adapt appropriate services to district context; and

      ·         Monitor the progress/completion of the service, continually communicating progress, identifying issues and resolving them.

      Skills and Qualifications:

      • Commitment to the PartnersSI mission of achieving educational equity for low-income students of color
      • A deep understanding of the PartnersSI core service model (instruction, integrated systems for professional learning and results-oriented leadership)
      • A track record of effective, results-oriented senior leadership at the school, district or county-office level, in a nonprofit organization or in the private sector
      • A track record of leading effective partnerships with diverse, high-profile stakeholders
      • Expertise in the areas of English language development, bilingual programs, high quality instruction for English language learners, high quality professional development for educators and effective urban school and district leadership
      • Coaching or consulting skills and experience; specific experience coaching school leaders or other executives through a change process is desirable
      • Demonstrated experience leading high-quality professional development for adults
      • A track record of managing people to achieve results
      • Experience with tool development aimed at teaching, learning and leadership
      • Racial and cultural competence – an understanding of the role of racism in the inequities of the public school system and demonstrated effectiveness in working through these inequities
      • Strong interpersonal skills – experience interacting w/school and district-level administrators
      • A high degree of initiative and tenacity; willingness and drive to see a difficult or ambiguous situation through to a satisfactory outcome

      Director of Program Design

      The Director of Program Design manages the team that develops and refines the PartnersSI program and services, prepares staff to deliver the program and codifies our knowledge base for staff use. S/he directly manages the Director of Professional Development and Network Design, the Knowledge Manager and the District Team Coach.  The position reports directly to the Chief Program Officer. The Director will be responsible for the following primary functions:

      1.     Expanding the PartnersSI knowledge base and designing/refining services provided  to schools and districts

      a.     Managing the development and refinement of our approach to delivering the services described in our core service model, which includes: establishing a strong core instructional program in literacy and language; implementing systems and structures for teacher professional learning; and developing results-oriented leadership

      b.    Ensuring that PartnersSI's work is informed by and building on current practice in education and related fields

      c.   Refining our approach based on recommendations from the Director of Organizational Learning and Effectiveness based on our own learning as an organization

      2.     Ensuring that Program Design is tightly aligned to the needs of staff members who directly deliver services to schools and districts

      a.     Ensuring that the content of staff professional development is focused on staff needs as related to the effective delivery of our core services

      b.    Ensuring that the content of network professional development is consistently aligned with our mission and approach, while appropriately adapted to district context

      c.     Overseeing the production of user-friendly, actionable tools and materials that allow staff to effectively adapt and deliver our services in schools

      d.    Managing the work of cross-organizational coaches so that they are focused on helping School Innovation Partners implement various aspects of our model with positive impact

      e.     Working closely with District Partnership Directors and their school services teams to align professional development, tools and resources, and on-site coaching

      3.     Managing a highly effective Program Design Team

      a.     Staffing all positions on Program Design team

      b.    Managing team budget

      c.     Establishing clear roles and responsibilities for team members aligned with PartnersSI's organizational objectives

      d.    Developing and implementing an operational plan for the Program Design team aimed at clear, measurable goals

      e.     Working closely with other members of the Program Division to ensure coherence and alignment of approach

      f.     Establishing and maintaining a performance culture among team members

      g.    Providing timely, useful feedback on performance and developing leadership capacity in team members

      Skills and Qualifications:

      • Commitment to the PartnersSI mission of achieving educational equity for low-income students of color
      • A deep understanding of at least one of the bodies of research on which our work is based – literacy and language, equity-focused professional learning in schools and districts, organizational change and leadership – combined with a strong desire to apply that knowledge to generate impact
      • Extensive knowledge about the systemic improvement of schools and districts
      • Proven ability to manage large projects from inception to completion, on time and on budget
      • Excellent and adaptable writing skills
      • Experience designing and delivering effective professional development for adults
      • A track record of managing people of varying experience and skill levels to achieve results
      • Demonstrated success designing, contributing to and/or using a knowledge management system – knowledge management system design/development a big plus
      • Strong collaboration skills within a team and with clients – experience interacting w/school district-level administrators is ideal
      • Experience designing, implementing and refining a program or initiative
      • Racial and cultural competence – an understanding of the role of racism in the inequities of the public school system and demonstrated effectiveness in working through these inequities
      • A high degree of initiative and tenacity; willingness and drive to see a difficult or ambiguous situation through to a satisfactory outcome
